IIL uses a stage-gated method because advanced-technology opportunities contain several interacting uncertainties. Progress is justified by evidence and decisions, not by activity alone.
Five operating stages
- Screen – confirm authority, ownership, problem, evidence, maturity and objective.
- Structure – define business model, transaction logic, territory, economics and governance.
- Prepare – build materials, claims boundaries, data room, risk register and milestone plan.
- Engage – approach qualified capital, industrial and market counterparties.
- Execute – support diligence, negotiation, implementation and operating governance.

- Evidence before claims.
- Non-confidential information before detailed disclosure.
- One accountable owner for each material workstream.
- Explicit assumptions, gaps, conflicts and dependencies.
- Independent specialist advice where legal, regulatory, clinical, tax or investment judgement is required.
